Arthur Petrov, a dual German-Russian citizen, was arrested in Cyprus in 2023 and extradited to the United States. He faced charges of illegally exporting American microelectronics to Russia, allegedly intended to aid Russia’s military efforts in Ukraine, violating U.S. sanctions. Petrov was facing up to 20 years in a U.S. prison before being exchanged for Karelina.
Diplomatic Implications
This prisoner exchange is part of ongoing efforts to improve U.S.-Russia relations. Following the swap, U.S. and Russian diplomats met in Istanbul to discuss enhancing embassy operations and diplomatic staffing.
