On April 10, 2025, the United States and Russia conducted a prisoner exchange in Abu Dhabi, United Arab Emirates, involving Russian-American ballerina Ksenia Karelina and German-Russian national Arthur Petrov.​

Ksenia Karelina's Detention and Release

Ksenia Karelina, a 34-year-old dual U.S.-Russian citizen and amateur ballerina from Los Angeles, was arrested in January 2024 during a visit to her family in Yekaterinburg, Russia.
She was charged with treason for donating approximately $51 to a U.S.-based charity supporting Ukraine, an act Russian authorities claimed amounted to supporting a foreign military.

In February 2024, she was convicted and sentenced to 12 years in a penal colony. ​

The U.S. government consistently advocated for Karelina's release, criticizing her detention as unjust. Negotiations, led by CIA Director John Ratcliffe, culminated in the prisoner swap. Upon her return to the United States, Karelina was greeted by her fiancé and U.S. officials. President Donald Trump credited discussions with Russian President Vladimir Putin and praised the CIA for their role in securing her release. ​

Arthur Petrov's Background

Arthur Petrov, a dual German-Russian citizen, was arrested in Cyprus in 2023 and extradited to the United States. He faced charges of illegally exporting American microelectronics to Russia, allegedly intended to aid Russia’s military efforts in Ukraine, violating U.S. sanctions. Petrov was facing up to 20 years in a U.S. prison before being exchanged for Karelina. ​

Diplomatic Implications

This prisoner exchange is part of ongoing efforts to improve U.S.-Russia relations. Following the swap, U.S. and Russian diplomats met in Istanbul to discuss enhancing embassy operations and diplomatic staffing. Despite this progress, several Americans, including Stephen Hubbard and Gordon Black, remain imprisoned in Russia. The U.S. government has pledged to continue efforts to secure their release.
